Addressing Housing Financialization

Abstract:

Although there is much scholarly attention for how governments facilitate housing financialization, surprisingly few studies examine how they also use their capacities to restrict the process and its adverse societal outcomes. Filling this gap in the literature, this paper calls for a whole-of-government approach reforming financial markets and the different subsidy and fiscal structures supporting housing financialization. In doing so, it points at various regulatory and planning instruments redistributing private housing wealth and securing cost-level affordable housing for all income groups. Finally, it calls for cross-scalar housing coalitions promoting forms of housing provision that operate independently from financial market cycles.
