Science Diplomacy in the Gap of Uncertain Technological Disruptions

Abstract:

Disruptive technologies introduce a layer of uncertainty that permeates political, economic, and societal systems. In this chapter, the authors question what we can know about the impacts of potentially disruptive technologies before they are fully developed. The chapter argues that to understand the implications of technology-induced disruptions for science diplomacy, there must first be clarity around how these technologies develop and what gaps exist in our knowledge of their effects. Moving beyond traditional political science perspectives, the chapter focuses on the intersection of science diplomacy and the epistemic uncertainties intrinsic to technological disruption. It explores the limitations that arise when science diplomacy is detached from the complex and uncertain nature of technological advances and provides a framework for addressing these challenges through adaptive science diplomacy practices.
