TransferCOM. Methode zum Aufbau einer Transformationsgemeinschaft im Transferbereich

Der Wissens- und Technologietransfer an Hochschulen sieht sich vermehrt Forderungen nach wirkungsvollen Ergebnissen und einer Ausrichtung auf gesellschaftliche Missionen sowie nach-haltige Entwicklungsperspektiven konfrontiert. Eine Anpassung an diese Zielsetzungen bedingt intensivere Formen des Austauschs und der Zusammenarbeit mit unterschiedlichen Stakehol-dern außerhalb des akademischen Bereichs. Einen besonderen Anwendungsfall auf praktischer Ebene stellen kommunale Infrastruktursysteme dar, die für ihre Funktionalitäten und Prozesse der Wertschöpfung eine Vielzahl verschiedener Akteur:innen vereinen. ... mehrDarüber hinaus müssen integrative und problemorientierte Transferleistungen auf universitärer Ebene institutionalisiert und strukturelle Anpassungen des organisationalen Kontextes ermöglicht werden. Dahingehend verfolgt dieser Beitrag zwei Ziele. Erstens sollen mit TransferCOM geeignete Methoden getestet und weiterentwickelt werden, um relevante Akteur:innen der Wertschöpfungsketten Bau bzw. urbaner Infrastrukturen in lokale Forschungs- und Transferprojekte zu integrieren. Zweitens soll durch die Anwendung von TransferCOM eine gezielte organisationale Weiterentwicklung des KIT Innovation HUB in eine Transferorganisation mit einer transformativen Ausrichtung unterstützt werden.
Der betrachtete Anwendungsfall beschreibt die Zusammenarbeit des KIT Innovation HUB mit Vertreter:innen einer kommunalen Wasserversorgungsbehörde in Süddeutschland. Erkennt-nisse aus den Erprobungen in dem genannten Anwendungsfall verfolgen das Ziel einer bedarfs-orientierten Weiterentwicklung der Methode TransferCOM.
Der prototypische Anwendungsvorschlag von TransferCOM umfasst vier Anwendungsphasen: „Annäherung an Problemstellungen“ (Phase 1), „Erarbeitung von praktischen Lösungsansätzen“ (Phase 2), „Bewertung der umgesetzten Maßnahmen“ (Phase 3) und „Übertragung der Lösungs-ansätze in den praktischen Kontext“ (Phase 4). Die vier Phasen untergliedern sich in insgesamt 15 Prozessschritte. Während die erste Anwendungsphase der systematischen Annäherung an die Problemstellungen und den damit verbundenen Akteur:innen dient, zielt die zweite Anwen-dungsphase der gemeinsamen Erarbeitung von praxisorientierten Lösungsansätzen, welche eine experimentelle Anwendung innerhalb des definierten Problemkontexts finden sollen. Beide Phasen sind als konstituierende Schritte beim Aufbau einer Transformationsgemeinschaft zu be-trachten. Die dritte Anwendungsphase widmet sich der Bewertung der umgesetzten Handlungs-maßnahmen. Diese werden aus praktischer sowie wissenschaftlicher Perspektive entlang eines partizipativen Vorgehens umgesetzt. Die vierte und finale Anwendungsphase markiert die Über-tragung der erarbeiteten Lösungsansätze in den praktischen Anwendungskontext. Hierbei wird der experimentelle Ansatz der vorausgegangenen Phasen überschritten und eine langfristige Anwendung innerhalb des definierten Problemkontexts angestrebt. Die vier Anwendungspha-sen und 15 Prozessschritte sind Teil eines adaptiven Zyklus, der Lerneffekte über beteiligte Ak-teur:innen hinweg ermöglicht und eine strategische Anpassung im zeitlichen Verlauf unterstützt.

Knowledge and technology transfer at universities is increasingly confronted with demands for effective results and an alignment with social missions and sustainable development perspec-tives. Adaptation to these objectives requires more intensive forms of exchange and collabora-tion with different stakeholders outside of the academic area. A special application case on a practical level are municipal infrastructure systems, which bring together many different actors to make its function and value creation processes work. In addition, integrative and problem-oriented transfer services must be institutionalized at the university level and structural adjust-ments must be made at different levels of the organizational context of a transfer unit. ... mehrTo this end, this article pursues two goals. Firstly, the method TransferCOM will be tested and further developed to integrate relevant actors of urban infrastructure value chains into local research and transfer projects. Secondly, the application of TransferCOM aims for a targeted organiza-tional development of the KIT Innovation HUB into a transfer organization with a transformative orientation. The use case under consideration describes the collaboration of the KIT Innovation HUB with representatives of a municipal water supply system in southern Germany. Findings from the tests in the above-mentioned application aim at a needs-oriented further development of the methods used.
The prototypical application proposal of TransferCOM includes four application phases: “ap-proaching the problem” (Phase 1), “development of practical solution approaches” (Phase 2), “evaluation of the implemented measures” (Phase 3) and “transferring the solution approaches into the practical context” (Phase 4). The four phases are divided into a total of 15 process steps. While the first application phase serves to systematically approach the problems and the actors associated with them, the second application phase aims to jointly develop practice-oriented solution approaches that are intended to find experimental application within the defined prob-lem context. Both phases should be viewed as constitutive steps in building a transformation community. The third application phase is dedicated to evaluating the implemented measures. These are implemented from a practical and scientific perspective using a participatory ap-proach. The fourth and final application phase marks the transfer of the developed solution ap-proaches into the practical application context. The experimental approach of the previous phases is exceeded and a long-term application within the defined problem context is sought. The four application phases and 15 process steps are part of an adaptive cycle that enables learning effects across involved actors and supports strategic adjustment over the course of the process.
